• OBJECTIVE

  The scheme aims to empower the students belonging to serious students from financially weaker backgrounds and prepare them for competitive examinations, so that their participation in government and private jobs improves. The scheme provides financial support for free coaching to notified financially weaker students in selected coaching institutions.

• IMPLEMENTING AGENCIES AND ELIGIBILITY

  The following types of organizations will be eligible for receiving financial assistance under this Scheme:-

  • All institutes engaged in professional coaching for competitive examinations;
  • Universities/colleges in Private Sector engaged in professional coaching activities, including deemed Universities.
  • Trusts, Companies, Partnership Firms, or Societies registered under Societies Registration Act, 1860 and engaged in professional coaching.

• ELIGIBILITY CRITERIA FOR APPLYING FOR EMPANELMENT OF COACHING INSTITUTIONS

  • The institute should be registered body or run by any organization registered under the Societies Registration Act, 1860 / Companies Act, 2014 or any other relevant /act of the State/Union Territory.
  • The registration for at least three years will be required in respect of the organizations/implementing agency, which desired to apply for empanelment as on date of notification inviting applications from States/UTs/ Coaching Institutions.
  • The Institute/Centre should have been fully functional for a minimum period of 3 years at the time of applying under this scheme and having a minimum enrolment of 100 students in the courses as indicated here -in-above each year for last three years, immediately prior to the year in which applied for empanelment.
  • The institutes should have the required number of qualified faculty members either on its pay roll or on part-time basis.
  • The institutes should have necessary infrastructure such as premises, library, requisite equipment etc. to run the coaching classes in the courses applied for.
  • Coaching institutes should have a minimum success rate of 15% in the coaching courses applied for. Its past performance vis-à-vis intake and success rate will be taken into consideration in selection.
  • The institution/organization should not have been declared bankrupt at any point of time.
  • The institutions/organization should have not been blacklisted by any department or body of the government at any point of time.
  • An affidavit to be submitted by the Director or Promoter under oath that he has no case of any litigation or illegal act and has not been involved in any such thing.

• SELECTION OF INSTITUTE

  Objective to opt his scheme will have to present to the selection committee. The proposals for empanelment of coaching institutes will be considered by a Selection Committee and recommended for selection based on their past record of performance and other criteria to be determined by the Selection Committee. The basic selection criteria for empanelment of an institute shall be its performance which should be more than the basic performance criteria, in the course for which applied.

• ELEGIBILITY CRITERIA FOR STUDENTS

  • Candidates must have secured the requisite percentage of marks in the qualifying examination prescribed for admission into the desired courses/recruitment examinations.
  • Only candidates belonging to the financially weaker, having total family income from all sources not exceeding Rs.6.00 lakh per annum will be eligible under the Scheme. The organization/implementing agencies need to obtain income certificate from the concerned student/candidate issued by the competent authorities in the respective States/UTs.
  • Students who have been registered under BPL/EWS

• SELECTION OF STUDENTS BY THE INSTITUTIONS

  While the institute shall ensure that all the conditions given the Scheme are complied with, while selecting the students under the scheme, the coaching institute can apply the academic criteria prescribed by the institute itself. How many students the institute wants to teach under this scheme, it has to be told first. The exam will be conducted under the banner of this scheme, and a list of successful students will be given to them after the exam. All the responsibility of conducting the examination will be of the institutions registered in that group, and it will be supervised by the committee of this scheme. Test can be done for that category of the course together. Individually test cannot be permitted.

• TERMS AND CONDITIONS TO BE COMPLIED WITH BY THE COACHING INSTITUTES

  • The institute shall maintain Management Information System (MIS) with full details of name, address, telephone number, e-mail i.d. (if available) etc. of the candidates enrolled for coaching programme and furnish this information to the student, coaching and letsinspirebihar. The institute shall maintain full records of each candidate admitted like Photo of candidate, age, gender, educational qualifications, Income certificate, Aadhar Number etc and the same will also uploaded on SHIKSHADAN portal or should be shared with LIB.
  • The institute will also be required to take an affidavit from the student that they have not taken benefit earlier under this scheme or any other similar scheme.
  • The institute will upload or provide progress report, relevant visuals etc. of coaching classes on the SHIKSHADAN portal whenever it is demanded.
  • There should be contact number and email of LIB in their premises.
  • Written agreement copy of teachers and landlord should be shared.
  • The Institute can't do any other program like this without knowing the LIB; Institute has to get permission from the LIB for this.
  • LIB is authorized to modify their terms and conditions whenever it is required.

• MONITORING AND SUPERVISION

  Monitoring of the progress made by the grantee institutes will be carried out as follows:

  • The institute shall submit information of success rate of the candidates coached by them along with documentary proof.
  • The committee of this scheme will inspect the institute like accommodation/fooding and classes.
